The governments of Serbia and Montenegro proposed the formation of the union of independent states as an alternative of the Montenegrin referendum. Belgrade has rejected the proposal, Head of the OSCE Mission to Serbia and Montenegro, Maurizio Massari said in an interview to the Serbian newspaper Danas, Montenegrin agency MINA reported. Massari did not mention, who made the proposal.
