Chronicle of Russian Espionage in the Baltic Countries

November 1994 – Latvian police detained a VW Passat vehicle with Russian license plates on the Babite-Salaspils highway at 02:00 am. One of the passengers was armed with a Russian TT pistol. He carried an identification card in the name of Sergey Yagotin, and various documents proving his being a Russian secret services officer. Ministry of Internal Affairs of Latvia published information on this incident on January 12, 1995. The incident has been settled and Yagotin has been released.

April 1996 - Estonian Ministry of Foreign Affairs of officially announced the expelling of the economic adviser of the Russian embassy Sergey Andreev from the country, for "activity incompatible with the status of a diplomat". He has been accused of gathering military-political information. He was exposed during an operation of the Estonian security police (Kaitsepolitseiamet - KAPO) that used the adviser of the chairman of the parliamentary Foreign Affairs Commission Tõnu Randla as bait, to catch Russian agents. Before this incident, Andreev had been expelled from Finland for conducting similar activity.

August 2000 - Estonian Ministry of Foreign Affairs accused two Russian diplomats, Vladimir Telegin and Yury Yatsenko, "in activity incompatible with their status", and suggested to them to leave the country in 48 hours. Both Russian diplomats worked for GRU. They were detected in the proximity of an Estonian military radar station, and they also were gathering information on the Estonian border guard forces.

In 2002, Vladimir Alganov, formerly an SVR agent in Poland (he was expelled from Warsaw in 1997), was issued a long-term Lithuanian visa and visited the country. There, in city of Ignalin he met with representatives of a local nuclear station management. The information about this meeting was published only in January, 2005 when the Lithuanian authorities investigated Alganov`s activity in the country.

February 2004 - Lithuanian Ministry of Foreign Affairs officially announced the expelling from Vilnius of two Russian diplomats and one employee of the Russian trading mission. In the official statement it was claimed, that these Russians engaged in espionage: they tried to influence the process of privatization of state property (the alcohol industry) and to acquire information illegally, on the president of Lithuania Rolandas Paksas`s impeachment.

April 2004 - Latvian Ministry of Foreign Affairs officially announced the expelling of the Russian embassy second secretary, cultural attaché Petr Urzhumov. He was engaged in gathering information on the military infrastructure, internal political processes of Latvia and its international relations. Also he expressed an interest in acquiring "compromising materials" on various local politicians.
At the same time Latvian officials refused to grant an entry visa to another Russian diplomat - Mikhail Demurin.
According to official representatives of SAB, in 2003-2004 8 Russian diplomats did not receive visas as they were exposed as agents of the Russian Federation secret services.

August 2004 - Lithuanian Ministry of Foreign Affairs officially announced the expelling of three Russian diplomats - military attaché Victor Teleshev, his assistant (deputy attaché) Valery Volkov and another unnamed employee of the Russian embassy in Vilnius. They were gathering intelligence information for GRU.
