At the end of October, the representative of the President Putin for South-Russian region, Dmitry Kozak plans to visit Israel. AIA received this information from the competent sources in Tel-Aviv. Kozak was invited to visit Israel by the Head of the National Security Council (MALAL), Major General Giora Eiland. Main topic for the upcoming discussion is the possible participation of the Israelis in creation of security fence between Stavropol region in the south of Russia from the one side, and Chechnya and Daghestan in the North Caucasus from the other side.
The information on Dmitry Kozak's planned visit to Israel came before an armed conflict in the capital of Kabardino-Balkaria, the city of Nalchik. This republic is in the central part of Northern Caucasus and also has the common border with Stavropol territory. Yesterday's fights in Nalchik will push the Russian authorities even more strongly towards activization of cooperation with Israelis, including in erection of the protective wall on Caucasus. At the same time, these events certainly to some level deprive of sense the project on "protection" of the Chechen Republic and Daghestan. It is possible certainly, to declare the Chechen Republic is a nursery of terrorism in the region, and to separate it by a wall from the neighboring republics. However, it will show that the Kremlin almost officially admits its inability to keep order there and will confirm that the Chechen Republic is not an integral part of Russia. The other variant is to protect by the wall all of the republics of Northern Caucasus with the majority of indigenous population, from areas in which the major part of inhabitants are the Russian, as, for example, in Stavropol territory. In that case the Kremlin should recognize that all Northern Caucasus is a zone of military actions (that is actually the reality there). The Kremlin, naturally, will not go for that. First of all it would mean that since the times of the Caucasian war of first half of the XIX century the Russians did not managed to subdue freedom-loving people of this region. Secondly, President Putin and his coterie will never admit to full weakness of the army and twenty Russian special services, which are not capable "to stabilize" a situation on Caucasus. Therefore after the events in Nalchik, as it was before, most likely purely cosmetic measures should be anticipated, expressed in particular in even greater expansion of army, the Ministry of Internal Affairs and Federal security services (FSB) authority. In such a case, preservation of the project of Kozak without any essential changes seems quite logical. Especially, as on the whole Northern Caucasus the Chechen Republic and Daghestan are the places were Moscow has less control over a situation.

In both of these republics, regardless of the massive presence of the army units and various security services, the Kremlin is unable to establish order for 15 years already. Every day the skirmishand explosions, and even massive military operations of the government forces against the local supporters of independence or of the radical Islam, take place there. As a result, the Russian authorities decided to ask Israelis for help, taking into consideration the effectiveness of the security fence separating Israel from the West bank of Jordan river. According to information of the Israeli General Security Service (SHABAK), only for the first year since the moment the fence was built (July 2003 – July 2004), the number of terrorist attacks in Israel decreased by more then 90%. Shlomo Aharonishki, who was the head of Israeli police until August 2004, is going to take part as a consultant in planning and construction of the security fence in the South of Russia.
During his visit to Israel, only only few persons will accompany Dmitry Kozak. The employee of the Israeli Consulate in Moscow informed AIA about this on Wednesday.

According to him, all members of the delegation already have their visas. He also mentioned that there is "a high-ranking officer of one of the Russian security services" in the list of delegation members.
According to information available, Kozak also plans to meet with the head of Israeli Foreign Intelligence Mossad, Meir Dagan. If this meeting takes place, it will mean that the members of the Russian delegation come to Israel not only to discuss the security fence project (this issue is absolutely out of Mossad's competence).
Both sides carefully avoid publicity of any information regarding the upcoming visit. There were no announcements with this regard until present time, both in the Russian and in the Israeli mass media. The same situation is with the contacts, which took place during the last months concerning cooperation in the fields of security, military industry and energetic. In some cases, people formally not related to the Kremlin, but representing its interests, took part in such meetings from the Russian side.
Such contacts highly increased after the Prime Minister Ariel Sharon held closed consultation devoted to relations with Russia, in the beginning of August. As AIA then reported, resulting of this consultation decision on intensification of the strategic partnership between the two countries was made.
