State Secret Protection Department head, in full, the former head of the Estonian Foreign intelligence Ants Frosch believes.
Speaking today morning on air of the Estonian TV program Terevisioon, Frosch declared that recruitment of the agent and his further work for an intelligence agency of other country first of all had been baseds on human weaknesses.
"It is a tragicomedy how he was promised colonel's rank and Herman Simm considered himself a General of the Russian intelligence", Frosch marked.
After Simm became useless for the Russian intelligence as a source of information, it was obviously decided to get rid of him, but in a way that reputations of Estonia has been damaged, the former Estonian intelligence official considers, according to ERR News.
Mihkel Karmas and Rasmus Kagge from Estonian TV have made a documentary, Treason (Riigireetur). Frosch agreed that the film was well made and told Simm’s story quite accurately. On the other hand it caused Frosch’s aversion to the film, rather than sympathy.
As many as four books are to be published on Herman Simm’s treason case, according to online paper Delfi. Thus the spy scandal will be interpreted even at least in four different ways, by Tauno Vahter, Mihkel Kärmas, Virkko Lepassalu and Edward Lucas.
Estonia’s publishing house Pegasus issued last week the book by Virkko Lepassalu, Spy Games. Herman Simm’s Life and Crash (Spioonimängud. Herman Simmi elu ja häving). Interviews with Simm and his wife, Heete, are also included in the book, EER News reports.
Harju county court in Estonia arrested the former Defence Ministry official Herman Simm on September 21, last year. He was suspected of illegally collecting classified information and the transfer of it to a foreign state. Harju county court declared Herman Simm guilty of high treason in February this year, and he was sentenced to 12.5 years of imprisonment, Delfi notes.

The Ministry of Defence of Estonia in September has removed from its website the names and phone numbers of many employees that the Russian military intelligence do not know whom to recruit, weekly Eesti Ekspress writes.
According to the newspaper, now on the page of contacts of the ministry it is possible to see contacts only of several person from each department, including the heads of these departments.
The current Law on Public Information, however, orders that names of officials have to be opened. The parliament of Estonia considers only those law amendments which would allow to make exceptions in the interests of national security.
The chairman of the parliamentary State defense commission, Matti Raidma, fears that hostile intelligence represents hightened level of danger also for the personnel of the ministries of Justice, Interior and Foreign Affairs, Eesti Ekspress notes.
Security Police of Estonia suspecting naval officers of bribery
The Security Police of Estonia (KaPo) suspect two senior officers of the Estonian Navy of a numerous reception of bribes, and one of them also of requirement of a bribe. Five persons connected with private enterprises have been suspected of numerous bribery cases, online paper Delfi reports.
One naval officer who has been suspected of numerous requirements and reception of bribes and the two persons connected with private enterprises suspected of bribery have been detained. One of the arrested persons was released soon, according to the Harju district Office of Public Prosecutor.
From the beginning of November, the KaPo have been suspecting two officers and five ethnic Russians, Vasily (59), Alexei (38), Valery (53), Nikolai (31) and Alexander (48), of numerous bribery cases, ERR News reports. According to investigation, the officers took bribes from employees of private firms, engaged in repair and service of vesselss, as payment for rendering of preference allocating state orders, the news program added.

The president of the Russian Boxing Federation, the Director of the Federal Protection Service (FSO) General Yevgeny Murov yesterday at session of the Russian Boxing Federation presidium announced his resignation, online paper NEWSru reports. He will head a new structure, the Supreme supervisory council of the Russian Boxing Federation.
"At the session of presidium the president of the federation, Yevgeny Alekseevich Murov, within the framework of performance of the assignment of the President of Russia Dmitry Medvedev, has declared his resignation,” the executive director of the Russian Boxing Federation Vladimir Surkov ascertained in an interview to news agency Ves Sport. „Thus it has agreed to head the Supreme supervisory council of the federation. The first vice president of the Russian Boxing Federation Boris Viktorovich Ivanyuzhenkov was elected by the presidium members the acting president of the federation”.
In a new wording the charter, besides other, occurrence of the new structure, the Supreme supervisory council of the Russian Boxing Federation which will come in stead of the current Council of assistance to the Russian Boxing Federation should be registered, NEWSru adds.
Vladimir Surkov also explained the status of the Supreme supervisory council of the federation which will be headed by General Murov: "It will be a supervising body within the framework of the Russian Boxing Federation which will simultaneously carry out coordination of work between structures of federation, to give the recommendation for achievement of the authorized purposes, and also to realize other functions ".
UK key suspect in Litvinenko murder not against meeting with British inspectors in London
The member of the State Duma Andrei Lugovoy, the UK’s key suspect of participation in the poisoning murder of the former Russian Federal Security Service (FSB) officer Alexander Litvinenko, is ready to leave under certain circumstances for London to give evidence on the murder case, radio Ekho Moskvy reports. According to Lugovoy, dropping of charges against his business partner Dmitry Kovtun in Germany in the case of illegal transportation, purchase or knowingly coming into contact with the radioactive isotope confirms that "the polonium case was nothing but a provocation”.
"I do not exclude a possibility to meet English Public Prosecutor not only in the territory of Russia, but also in London", Lugovoy told news agency Interfax today. "I am ready to leave for London under certain circumstances. We shall formulate them after studying materials from the German Office of Public Prosecutor", Lugovoy noted.
AIA reported yesterday that the German Office of Public Prosecutor had dropped all charges against Kovtun in connection with the death of former Russian Federal Security Service officer Alexander Litvinenko in 2006 in London. According to the German press, investigators had suspected him of leaving a trace of polonium-210, which according to the British investigators, was used to poison Litvinenko, in a Hamburg apartment. German investigators said Kovtun had traveled to London via Hamburg, where he stayed for one night with his ex-wife. Hamburg prosecutors say there is not enough evidence to continue investigating Kovtun.
“The accusations never had any basis,” The New York Times cites Kovtun’s telephone interview. “I’m happy that the investigation was carried out objectively in Germany, despite the politicization of this issue.”
"The fact that charges against Kovtun have been dropped in Germany is a crucial turn of events. The new circumstances of the case undermine the whole British investigation. Now we demand unbiased investigation of the Litvinenko case in Britain. It is obvious that the act of provocation has failed and it is time that London move from politics to constructive actions", Lugovoy told the RIA Novosti news agency.
"We were saying and declaring a year ago and we are saying now that Kovtun is ready to leave for London for continuation of investigation, however the Englishmen do not show any initiative in this connection", Lugovoy pointed out. "Now we are looking forward for the criminal case materials from Germany. We will study everything, then we shall inform mass media on new details of the Litvinenko case”.
Senior British officials have said they believe the murder was carried out with the backing of the Russian state, BBC News marked.
Ukraine’s Security Service arrested medical-supply trafficker amidst flu outbreak
Ukraine's state Security Service (SBU) announced its first major medical supply-trafficking arrest since the start of the flu October 29 outbreak, detaining a government worker in the capital city of Kiev responsible for distributing government-financed protective masks free to retirees, news agency DPA reports.
The social worker sold 21,000 masks on the black market, before being caught "red-handed" by the national intelligence agency agents, according to an SBU statement.
Former Security Service of Ukraine Vice-Chairman to challenge criminal case on suspicion of forgery of documents
Andrei Kislinsky, the former deputy chairman of the Security Service of Ukraine, intends to file a suit with the Pecherskyi district court of Kiev to cancel a criminal case brought against him on November 4, on suspicion of forgery of documents and use of forged documents, the Kyiv Post reports. Kislinsky told to Ukrainian News that pressure was exerted on the court, including by the parliament member Andrei Portnov from the faction of the Bloc of Yulia Tymoshenko.
As Ukrainian News earlier reported, the Ministry of Interior has taken undertaking from Andrei Kislinsky not to leave the place.
Kislinsky, the former deputy chairman of the Security Service of Ukraine, has said he is ready to take a lie-detector test to prove that his diploma of higher education is genuine, the Kyiv Post adds.
