Two foreign transgressor vessels have been detained in Russia’s territorial waters near the Sakhalin Island during a special border operation under the codename Typhoon-2007, ITAR-TASS reports. The Bonsei Maru schooner flying the Belize flag intruded Russian territorial waters in the La Perouse Strait separating Sakhalin from the Japanese Hokkaido Island on Tuesday. The schooner was detained and is being convoyed to Nevelsk port for an investigation, the public relations group of the Sakhalin coast guard department of Russia’s Federal Security Service (FSB) reported.
On April 19, Russian border guards stopped the Miyazaki Maru motor ship in the Tatar Strait (north of the Sea of Japan) for an inspection. The vessel was sailing under the Cambodia flag. The inspectors found on board over 16 tonnes of live crab and the captain failed to produce any documents authorising its catch. Miyazaki Maru’s homeport is Pnomh Penh. The vessel’s owner is the Hong Kong-based Greter Line Shipping Limited company. The ship’s crew consists of 13 Russian citizens. The Miyazaki Maru was also convoyed to Nevelsk port for a probe. Border guars are currently using massive forces for control over seafood catches in the Tatar Strait. Three patrol gunboats are patrolling the area and an Antonov-72 plane of the aviation detachment of Russia’s FSB is conducting aerial monitoring of the strait’s water area.
CSTO training meant to demonstrate Belarus’ effectiveness in anti-terrorism
Main purpose of the exercise of the Collective Security Treaty Organisation is to demonstrate capabilities of corresponding Belarusian agencies in stopping and minimising consequences of terrorist activities in order to improve the effectiveness of the national potential in the system of international measures designed to counteract terrorism and liquidate man-caused emergencies.
BelTA learnt from representatives of the press centre of the State Secretariat of the Belarusian Security Council, the training took place on April 24. It was arranged by the State Security Committee and the Emergencies Ministry within the framework of the Collective Security Treaty Organisation to train the alleviation of an emergency caused by a terrorist attack.
Representatives of CSTO member-states, the Regional Anti-Terrorism Structure of the Shanghai Cooperation Organization, the CIS Anti-Terrorism Centre, heads of corresponding agencies of Ukraine, Lithuania, Latvia and Poland, military attaches accredited in Belarus are expected to partake in the training.
The initiative to hold the exercise was put forward by the Belarusian side at the Minsk session of the CSTO Collective Security Council in June 2006. Minsk will host a roundtable session on topical problems of CSTO member-states’ cooperation in the fight against terrorism and in the liquidation of natural and man-caused emergencies on April 25. Experts of CSTO member-states, the State Secretariat of the Security Council, the State Security Committee and the Emergencies Ministry of Belarus will take part in the discussion.

Unless the Committee for declassifying secret files of the former State Security in Bulgaria does not receive the necessary database it needs to perform its activity, we will receive information one ‘portion’ at a time’, Evtim Kostadinov, Chairman of the Committee said in an interview for Bulgarian National Radio.
From a total of 144 people, six candidates for MEPs used to be associates of the former State Security. At about 10.30 am the information will be visible on the site of the Committee.
Romania’s Social Democratic Party member considered as possible head of Foreign Intelligence Service
Cristian Diaconescu, vice-president and spokesman of the opposition Social Democrats (PSD) may be named head of Romania’s Foreign Intelligence Service (SIE), according to sources in the PSD and the National Liberal Party (PNL), HotNews reports.
The position was left vacant after suspended President Traian Basescu’s ex-aide Claudiu Saftoiu resigned as head of SIE following a series of statements on phone interceptions before a parliamentary commission earlier this year.
Cristian Diaconescu was named a member of the Parliamentary Commission of SIE Control on Tuesday. He replaces PSD Senator George Maior, who was named head of the Romanian Intelligence Service - SRI by suspended President Traian Basescu. Cristian Diaconescu served as Justice minister in the previous PSD government in March-December 2004.

Romania's governing National Liberal Party (PNL) and their opposition allies the Social Democrats (PSD) plan to adopt the disputed set of national security draft laws within a month by passing it through the Senate as fast as possible, HotNews reports. They would thus take advantage of the period that elected President Traian Basescu is suspended. Basescu was a critic of the drafts in their current form, which were pushed through the House of Deputies with a no-vote procedure earlier this year.
Both interim President Nicolae Vacaroiu of the PSD and Liberal Senator Norica Nicolai have said that a debate on the national security laws should take as soon as possible. The bill was initiated by the PNL and aims to pass the Service of Special Telecommunications (STS) and the Guard and Protection Service (SPP) in the subordination of the Government. It also plans to establish a National Authority for Interception of Communications, in the subordination of the Parliament. The draft laws were submitted by the PNL in the House in February and was supported by PNL, PSD, Hungarian Democratic and Conservative MPs.
The subordination of the interception authority is especially supported by the PSD, whose president Mircea Geoana has proposed the establishment of such an authority and stated that he wanted a change to the Constitution, to allow the Parliament to be represented in the Supreme Defense Council (CSAT).
The CSAT is the main decision-making body on national security issues and is formed of the President, key members of the government and the heads of the intelligence services.
